Anyone else not able to register for centralwOrld NYE event?

I read on the Bangkok Post that you need to register for the new year countdown at centralwOrld on the Central X app. 

But when I try to register, it buffers endlessly and won't succeed in registering. Has anyone had success with this?

And also, my friend doesn't have a phone, does anyone know if it's possible to enter without the app?
